On March 19, 2020, Governor Andrew Cuomo issued Executive Order No. 202.7 directing that, effective March 21, 2020 at 8:00 p.m., and until further notice, “all barbershops, hair salons, tattoo or piercing parlors and related personal care services will be closed to members of the public.” The Order further directed the closure of all nail technicians, cosmetologists, and estheticians, and the provision of electrolysis, and laser hair removal services. The reason for the closure of such personal care services is that such services cannot be provided while maintaining social distance, which is critical to stopping the spread of the Coronavirus. In an effort to promote immediate cashflow, some local personal care shops are offering gift cards or permitting patrons to pre-pay for future services.
